Governor of Port Royal and father of Elizabeth Swann, Weatherby is a coward in many ways and enjoys his position. In Pirates of the Caribbean: Curse of the Black Pearl, Weatherby gave Elizabeth her dress which caused her to lose her breath and fall off of the balcony and into the water.

"It's Lord now, actually."

"Lord or not, you have no reason and no authority to arrest this man!"

In Pirates of the Caribbean:Dead Man's Chest, An he comes across an old acquaintence, Lord Cutler Beckett. It has been a year since Curse of the Black Pearl and Will and Elizabeth are set to be happily married. Until Beckett interrupts and arrests the couple on charges of helping Jack Sparrow, and no matter how much Weatherby protests, they still get arrested. He got Elizabeth out of jail and tried to get her into exile until the whole problem boiled over, but Elizabeth escaped to intterogate Beckett.

"No! You can't be."

In Pirates of the Caribbean:At World's End, he is killed by Beckett, for he was no longer any use to him. Elizabeth finds him n a dinghy onto Davy Jone's Locker when Elizabeth and everybody else are trying to get back to the land of the living after rescuing Jack. He asks Elizabeth if she is dead, and says he will give her love to her mother, as seen in the quote above.
